Meet the Executive Team
Reclaim Fund Ltd is led by a dedicated Executive Committee with deep expertise in the Dormant Assets ecosystem, and a range of financial, private, and public sector backgrounds. The team are all part of the FCA’s Senior Managers and Certification Regime.
ADRIAN SMITH OBE, MBA
Adrian helped establish Reclaim Fund Ltd during 2009/10 and was subsequently appointed as Chief Executive. With a career in retail banking, he previously held senior leadership roles at Co-operative Banking Group, Britannia Building Society, Bank of Ireland and Bristol & West Building Society and was a former Non-Executive Director of Mutual Plus Ltd. He is currently Chair of the Association of Chief Executives, Vice Chair of Plunkett UK and Chair of his local Parish Council. Adrian was awarded an OBE for services to the financial sector in 2022.
PAUL SINGLETON BSc (Hons), FCA
Paul is responsible for leading RFL’s financial, regulatory, capital and reserving, and procurement activities, ensuring the integrity of financial controls and the effective oversight of outsourced providers. He oversees the outsourced investment management function and supports delivery of the external audit process. Paul brings over 25 years’ experience in financial services audit and accounting and, as one of the organisation’s earliest joiners, has been with RFL since 2014.
TARYN NICHOLLS, BA (Hons), MPhil (Cantab)
As Chief Development Officer, Taryn leads the Business Development and Marketing & Communications functions at RFL, working to unlock greater funds from dormant assets. Responsible for RFL’s external engagement, she and her team collaborate closely with the financial sector and the Government. Taryn has worked on Dormant Assets policy since 2018, including on primary legislation to expand the Scheme, and joined RFL in 2024.
ALISTAIR PATERSON
Alistair leads the Risk & Compliance Team, providing support and advice to colleagues to support RFL in achieving our aims. He and his team manage our relationships with regulators, and provide assurance to stakeholders that RFL remains within risk appetite. Alistair first worked with RFL on specific projects in 2013 and 2014. He then worked with RFL again in 2023 to undertake a review of the Risk Management Function, before being appointed CRO at the end of 2023.
ADAM BARTON
Adam oversees key operations functions at RFL, leading the Account Management, HR, IT, and Change teams. He and his team ensure the smooth running of our back office, enabling the RFL team to work at our best. Adam first worked with RFL in 2015, during an 18 year role at KPMG Consulting, and joined the team full-time in 2025.
